The primary work location for this position is the Office of the Valuer-General, situated in Pretoria, the administrative capital of South Africa. DUTIES:

The successful candidate will be responsible for a multifaceted portfolio of duties, ensuring the accuracy, fairness, and compliance of property valuations across various governmental mandates. These responsibilities demand a meticulous approach, expert judgment, and strong interpersonal skills.

  • Conduct assessment on property valuation reports from external/private valuers: This core duty involves a thorough and critical review of valuation reports submitted by external, private sector valuers. You will be responsible for scrutinizing methodologies, data sources, assumptions, and conclusions to ensure they align with established valuation standards, legislative requirements, and best practices. This includes identifying discrepancies, challenging unsupported claims, and providing constructive feedback to ensure the integrity and robustness of all submitted valuations. Your expertise will be crucial in safeguarding public funds and ensuring fair compensation.
  • Undertake valuations according to valuation standards and principles: Beyond assessing external reports, you will be expected to independently conduct complex property valuations in accordance with all relevant national and international valuation standards (e.g., International Valuation Standards – IVS, and South African Valuation Standards). This encompasses various property types, from agricultural land and residential properties to commercial and specialized assets. The application of sound valuation principles, including market, cost, and income approaches, will be paramount, requiring a deep understanding of economic drivers and market dynamics.
  • Facilitate negotiations on price offered by sellers: A key aspect of this role involves actively participating in and facilitating negotiations with sellers regarding property prices, particularly in instances of land acquisition or expropriation for public purposes. This requires strong negotiation skills, a deep understanding of market values, and the ability to articulate valuation rationale persuasively. The aim is to achieve fair and equitable outcomes for all parties while adhering to legal frameworks and departmental objectives.
  • Inspect properties and to take property measurements: To ensure the accuracy of valuations, regular and meticulous property inspections are essential. This includes physically visiting properties, assessing their condition, identifying key features, and accurately taking measurements. Such on-site verification is critical for gathering primary data, corroborating desktop assessments, and ensuring that all relevant physical attributes are accurately reflected in valuation reports.

REQUIREMENTS

Formal Qualifications:

  • National Diploma (NQF 6) in Property Studies/Real Estate/Land Economy/Property Valuation: A foundational National Diploma at NQF Level 6 in one of the specified fields is the minimum academic requirement. This qualification demonstrates a comprehensive understanding of core property valuation theories, principles, and practices.
  • A Bachelor’s’ degree will be added advantage: While a National Diploma is the minimum, candidates possessing a Bachelor’s degree in a related field will have a distinct advantage. A Bachelor’s degree often signifies a deeper theoretical understanding, broader analytical capabilities, and enhanced research skills, which are highly beneficial in this senior role.
  • Another requirement: A valid Driver’s license: Given the need for property inspections and potential travel, a valid, unendorsed Driver’s License is absolutely essential. This ensures the incumbent can independently and safely travel to various sites as required by the duties.

Job-Related Work Experience:

  • Minimum 6 years’ experience at middle management level in property valuation: This role demands significant practical experience. A minimum of six (6) years of progressive experience in property valuation, specifically at a middle management level, is required. This experience should demonstrate a proven track record of managing projects, leading teams, and making critical valuation decisions. The experience gained at this level will be crucial for navigating complex valuation scenarios and contributing to strategic initiatives.
  • Registration as a Professional Valuer with SACPVP: Crucially, applicants must be registered as a Professional Valuer with the South African Council for the Property Valuers Profession (SACPVP). This registration is a non-negotiable legal and professional prerequisite, signifying that the candidate has met the highest standards of competence, ethics, and continuous professional development within the South African valuation industry.

  • Knowledge of processing, managing files and records, stenography and transcription designing forms and other office procedures and terminology: Proficiency in office administration and data management is necessary. This encompasses understanding effective file and record management systems, potentially including digital platforms, and a familiarity with standard office procedures and terminology. While stenography and transcription may be less common now, the underlying principle of accurate data capture and document creation remains crucial.
  • Knowledge of economic and accounting principles and practices, the financial markets, banking and the analysis and reporting of financial data: A solid grasp of fundamental economic and accounting principles is indispensable for understanding market forces, financial statements, investment analysis, and the broader financial environment that influences property values. This includes interpreting financial data and understanding how it impacts valuation methodologies.
  • Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules and the democratic political process: This role operates within a complex legal and regulatory framework. A thorough understanding of relevant property law, land use legislation, administrative law, court procedures, legal precedents, and general government regulations and policies is paramount. This ensures all valuation activities are conducted legally, ethically, and in line with public sector governance.
